I would have thought it was software - I've never had a problem with
"floppy access causing the world to stop" on anything but Win9x.

On Win2k & basically any non-MS operating system, on any piece of
hardware, ranging from my lowly IPX to my month old dual 1GHz PIII, the
rest of the system doesn't even notice that the floppy is being
accessed.
