Not necessarily.  They have a synergistic relationship.  Metaframe isn't
much good without NT Terminal Server.  From what I understand, the terminal
services in Win2K supprt the ICA protocol, but without actually being
Metaframe.

Not sure though - I haven't had a chance to play with it at all.
