There are special concrete porch paints which (a) stick to
properly-prepared concrete and (b) seal the surface so it looks nice and
doesn't produce concrete dust....
There used to be clear sealers, too, thick ones that left a smooth, glossy
surface, but I haven't seen 'em in years. The thin stuff like Thompson's
Water Seal isn't the same at all.
Nice wood flooring is _expensive_ and more or less of a PITA to put over
concrete.
Were I you, I'd porch-paint the concrete and lay carpet over foam padding.
