For me it would be something around a multi-proc Opteron 2xx box, or a 
Core Duo system if an Intel.

P4 2.4 and 1G RAM is the slowest system I'll build up or donate nowdays;
anything slower becomes torture when using Office at times (and some people
you just can't ask to use OO/LibreOffice/etc).  99% of the time that's what
an organization needs the computers for; Office and Internet access.

I've donated two boxes with these specs to my Masonic lodge over the past
year.
