That is certainly possible.

However, it can also mean the computer or even the SCSI card is too slow
for the drive.

Cheap PC and SCSI card might do it for you.  I used those really cheap
Symbios SCSI cards with a wide->narrow converter to read QIC drives on
Linux and it worked well.
