Not necessarily.  The things that affect noise from a fan are the design
of the blades, the design of the motor, and the type of bearings in the
motor.  A fan can have quiet blades but a noisy motor/bearings.  The
obverse is also possible.  And also note that two fans with similar CFM
won't necessarily produce the same static pressure, which means that
depending on the type of grill or obstructions in the path of the fan,
they won't necessarily move the same amount of air.
