I live near Philly myself, and while I'm not sure about the sunday check rule, 
I do know that PA has a liquor authority (a friend of mine worked there for a 
few years), and there are a lot of rules around liquor sales, esp. on sunday.

AFAIK, the state gov't still is involved in the sale of any liquor (besides 
beer and fortified malt liquor) inside Pennsylvania...
