I'd use something like this Garmin GPS 18 LVC[0] ($65), wired to a 5v poer source and a serial port (like on an Intel D201GLY[1] ($75) board), and configure the software with something like this[2].

That would put you at about $140 + hardware & power supply, or about $200 all together, I figure...
