You need a working Macintosh that runs OS9 or earlier to unpack it. I was 
trying to copy the ROM image directly from a MacOS CD using Linux or
Windows.  

In the end I went the dig out a Mac and do it that way, but I felt it
was a chicken or egg problem, and wanted a better solution.

I was looking for it because I have two friends in need of it, one
has a 10 year old Mac, and wants to replace it with something he can
afford, which is really cheap PC and the other kept her old iBook
around when she bought an Intel Mac, but the iBook just died. She's
2-3 hours drive from the nearest Mac service center or 8,000 miles
away from me.  

I found that if you join a specific Yahoo group, which I won't mention
to avoid Apple going after them, you can find a link to a file which includes
the OSX version of SheepShaver, a ROM image and a disk image with OS9 and
several useful programs installed. It's a zip file, so you can unzip it
and use the ROM and disk images and discard the program if you use Linux 
or Windows.
