No, their first answer is "switch to a supported OS", aka XP or newer.

Their second answer is KB # 914387.

tzedit.exe sucks on a large scale

Microsoft's recommended method is to load the update DST information
into the registry.

This is the recommended procedure for NT 4.0, 2000, XP < SP2, 2003 < SP1
