That is the stated goal.

The actual goal is to cripple the USA and other productive nations in  
favor of China, Russia, India, while simultaneously enriching the UN  
and giving them the power to impose a global tax.

It is a Marxist scheme, and has been relentlessly pushed by the  
socialists in Congress and in other countries for many years.
