That's a fair way of restating it.

BTW, there are now laptop cards with 200mW transmitter output. 

I am always amazed at some of the things I read in consumer articles
about computers and radio. One I read in 1995 about wireless networking
(900mHz) should have been entitled how to turn your computer into a 
lightening rod. Another was how to make lightening protectors for your
computer that will lull you into a false sense of security untill you
smell smoke. :-)
