I don't think the order of the sources list matters for which packages
apt selects. This is done with the -t argument to apt, the
configuration option APT::Default-Release in /etc/apt/apt.conf and
through pinning in /etc/apt/preferences (see man apt_preferences).

It's a fairly complicated system, at least, you can make it
complicated if you want to :)
