Not so.  I have a phone charger that's a counterexample.  You could put
one per outlet on any power-strip, provided the outlets are oriented
properly (plug-blade slots collinear), since it occupies less space
than the ground pin forces the output to take.

Unless you want to argue there are significant differences between a
phone charger and a wall-wart.  I believe the only relevant difference
is that the wall-wart market demands a lower-cost design than the
phone-charger market will tolerate.
