Actually it was limited by the number of button they cared to connect for that
model.  I had a student once that didn't have much money and bought a box of
broken calculators for $10.  He cobbled together a functioning, scientific 
calculator from the wreckage.  He found that the calculator companies used the
same basic chip(set) but used only some of the features on the low end units.
