IIRC FX0 devices don't generate a dialtone - fax machines, modems, etc.
You can plug a "normal" analog telephone into an FXS port on (say) an
Adtran or one of those PCI cards and get a dial tone out of it.

The nmemonic I use is "FXS provides signal, FXO accepts it".
