How far apart are the offices? You can get a lot of Cat5 for $500 - once you factor in the savings (since the remote site won't need internet connectivity), maybe you could up the budget? Cat5 seems to sell for about $200/mile retail (after volume discount - $50/1000' is very common 'round here)...
