It's entirely possible that inst won't like ISO format CD's after all the 
originals come on EFS format CD's. I seem to recall that someone has 
instructions up on the web for how to burn these files to CD in a format that 
works, but I've no idea where.

However if you want to live dangerously, there's another option. Just extract 
all the files to one directory and point swmgr to that directory. It isn't 
the recommended way of doing it, but it has worked for me in the past and I'm 
about to try it myself for 6.5.17.
