Or push back.  Find things that you *are* allowed to get away with and 
exploit that.  For example, I live in the sticks and have fairly loose 
restrictions, but keeping a short lawn is one of my restrictions.  
However, I am explicitly permitted to keep horses on property.  I can 
give the neighbors a choice between the long grass or the trio of big 
smelly belgians crapping up the small frontage by the street.  No, I 
haven't done that because I actually do keep the grass fairly well 
maintained.  But the plan is to till the grass under and plant 
something low maintenance like buckwheat or wildflowers.
