Near, but not in a war zone.  Are military personnel fair
targets no matter where they are?


Eh.  I was shot at once, and I didn't think it was a bit fair <grin>.  From
my experience, wearing a uniform makes you a target.  

I'm honestly not sure about the 'fair' part.  I spent no little time at
Infantry Training School learning how to set ambushi of various flavors -
fair had very little to do with it.  A well run ambush is like a loud noisy
execution.
