Naw, clever folks would see how useful it is, and so as not to
interfere with National Defense, they would build a similar, parallel
roadway...

Or, they could wait till the governments needs exceed it's original
capacity, and then DARPA could fund a new, better highway system,
connecting all the major ROTC centers - they could call it the
"National Defense Highway System II". ;^)
