Doesn't anybody here use swamp coolers?
Practically free cooling.

Swamp cooler basics: Take a sponge-like foam belt, about 2 feet long and 2 
feet wide. Run the belt between two shafts and rotate slowly. Put end of 
loop/bottom shaft in a tray of clean water. Blow air through belt. 
Evaporating water makes cold air. They work well in areas that are warm and dry.
