If you've got the teTeX distribution, then there's a whole pile of 
documentation included with it, including a semi-convenient index.html 
file for it. You should be able to find this in the 'doc' subdirectory 
of your 'texmf' directory.

Depending on what you need, you may find it better to simply copy some 
example documents and modify them to suit your needs.
