It won't work. The M16 uses gas from the barrel to reload. Without something
(normally a bullet) in the barrel to force some gas down a little tube, it
will not chamber the next round.

In simulated combat training, something called a BFA (blank firing
apparatus, basically a bright yellow cap) goes on the end of the gun,
causing pressure to build up and the gun to reload. The ones on the M16 are
pretty decent, but the ones on the M60 suck (at least they did ~9 years
ago).

The only other design I know of (it's been a while since I was into guns)
uses recoil to chamber another round (used on the AK-47).

Converting an AR-15 to full auto is very simple, but they don't have the
proper selector switch. The AR-15 is pretty much the only gun it is somewhat
safe to do this on because it has a locking bolt. When the bolt comes
forward, it twists and locks into place, the firing pin can't come forward
until it the bolt has locked into place (in theory, I have heard of cases
when the lock didn't function properly).

I know of one person that really regrets converting his semi-auto 22 to full
auto. Major scaring and loss of one eye, when the firing pin had come
forward before the bolt was fully engaged.

The military generally uses full metal jackets on their rounds. AFAIK (at
least in Canada), they are illegal for ordinary citizens.

Holy cow!  I'm surprised the weapon even cycled with blanks in the
chamer - then again, I've never tried to fire blanks in an M16/AR15.
