It already has one --- my laptop boots off a ReiserFS. Actually there's 
4 (XFS, JFS, ReiserFS, and ext3).

If you're really asking whether there's a distribution with support for 
journalling on the root filesystem, then the only one I know of is 
SuSE7.2 or later. Of course I'm only recently familiar with Mandrake 
8.0 and RedHat 7.1, so there's plenty of other possibilities.
