ipconfig

Run it from the command line.  To release DHCP leases:

  ipconfig /release

To renew them:

  ipconfig /renew

They each take an optional argument of the interface instance you want
to release/renew.  If you don't give them an argument, they'll
release/renew all interface instances that are bound to DHCP.
