They give, then they take away.  Less service + higher prices = lost
business.  They (Cox) have this type of plan for businesses in the area
- but you also get perks like static IP, unfiltered connection, the
right to run servers, QOS (presumably) etc.  If they were to offer this
tradeoff to residential users, then I wouldn't have anything to bitch
about.  The story is still young, so we'll see what Cox is going to
do...
