Instead of doing it per-directory, i just did it as whole-site, and it
works now.. doing it per-directory *didnt* work..

BandWidthDataDir        /www/apache/bandwidth
BandWidthModule         On
BandWidth               all 102400

Had to recompile apache to include the module, but, it works.
