  There are several reasons.  Pick one:

   1 - Microsoft couldn't program their way out of a wet paper bag
   2 - They're too busy writing bad specs to actually read the good ones
   3 - Windows is so horribly bloated that parsing VT100 escape
       sequences consumes too many precious CPU cycles, so they "left a
       few out"
