I can second that recommendation - I've had Speakeasy for 2 years now in
the Washington, DC area and cannot say enough good things about them.

Has he looked at Speakeasy?  I recently switched from a UUNet T1 at the
office to a 1.1Mb DSL from Speakeasy.  The install was flawless, it
hasn't
gone down at all (in 2 months), and it's more than fast enough.

Speakeasy also understands customer service.  It's really very good.
Can't
say enough about them.  They're a great bunch of geeks...

If they price on their mid-range home stuff comes down a few dollars (or
if
Cox.net goes up a few dollars) I'll be switch my home connection to
them.
