Defect Description: PHCO_11583: When the filesystem is NFS, even if quotas are enabled on the local file system, 'quota' is not placed in /etc/mnttab on the nfs mounted file system. Without the -v option specified, quota calls hasmntopt even though this will always report that there are no quotas, and will fail, causing quota to assume no quotas are enabled.
