String and character manipulation commands (TCLX)

These commands provide additional functionality to classify characters, convert characters between character and numeric values, convert an index into a string, determine the length of a string, extract a range of characters from a string, replicate a string a number of times, and transliterate a string (similar to the UNIX tr(C) program).
