The Broadcom TPM firmware upgrade tool supports a secure firmware upgrade, enabling an update both when there is endorsement key (EK) present or when there is no endorsement key present. When there is no EK, no authorization is required to complete the firmware upgrade. When there is an EK, a TPM owner must exist because the upgrade requires owner authorization.
