- Adds an option to allow all users to configure their own Q Menu.

FIXES:
- Fixes an issue with Q Menu when it launches an html file.
- Changes text of Wireless button from "Wireless On" to "Turn Wireless On" and
  from "Wireless Off" to "Turn Wireless Off".
- Fixes an intermittent issue where Q Menu does not read the current Q Menu 
  settings and uses the default settings.
- Fixes issue that occured when upgrading or reinstalling Q Menu software
  on Windows XP Tablet PC Edition Service Pack 2 operating system.

1. Download the SoftPaq .EXE file to a directory on your hard drive.
