[SunHELP] Time stamp not updated

Hello,

can anybody explain to me how the time stamps of files are updated?
Does the OS do the updates? Is the application using a file responsible for 
the updates of the timestamps?

I have a data file with changing contents, but unchanged mtime (no, the 
mtime was not changed back with "touch".)

Could't find any bug reports either.
