The problem is this.  I go to someone, and say:

"this person or his friends have harassed me on IRC"
"this person or his friends have flooded me with email"
"this person or his friends have taken pictures from my website and 
 set up entire new web sites with the pictures, making fun of me"
"this person or his friends have sent me "gifts" in the mail"

They're going to say "have you received death threats or denial of service
attacks?" and I'll say "no" and they'll so "go away and quit bothering us".
