[SunHELP] Setting user account

Hello everybody,
 Need help adding users to a newly installed solaris 8
Sparc 5, this is what I'm doing:

# useradd -u 1004 -g 10 -d /export/home/test -s
/bin/sh user1

and I'm getting:
 
 ERROR: Inconsistent password files. See pwconv(1M)

I have not edit the etc/passwd or any other files.
What am I doing wrong?

Also when I tried to create a user's home directory

     # mkdir /home/user it gives me:
 
Failed to make directory "/home/user"; no such file or
directory.

I wonder what's the procedure to create a user account
all the manuals that I have won't help.
