For me I've install TCPWrapper to the system
and then insert tcpd in /etc/inetd.conf in the entry of telnet, ftp
whatever you want
so, u still can collect log of someone that still trying to telnet
and u can filter IP that you may need to permit telnet.

This is not necesary. With removing telnet from inetd.conf is enough.
