Have you tried to edit the passwd file using vi? That is the first thing
I would try.

Subject: [SunHELP] modify NIS+ user accounts
hi there,
I've many user accounts which the user id is between 0 to 99. I just
moved from Solaris 2.4 to Solaris 7. The problem is I cannot modify or
delete these users using solaris adminsuite. Adminsuite will prompt me
this message" You cannot modify or delete system user accounts, such as
root, bin and daemon". What should I do? Thanks in advanced.
