Does userA have alot of files in his/her home directory that are not owned
by userA ?

Also, keep in mind that quota is giving you information in filesystem
blocks used.  'du' is telling you bytes used. Since the fs blocks used by
the user may not be fully populated, the user can be using all 25000
blocks, but only be utilizing 90% or so of the space provided by those
disk blocks.
