Thanks to those who responded.

The answer is in the /etc/init.d/sysid.net  (linked to rc2.d/S69inet)
At the bottom of this file we put the following entry:

/usr/sbin/ifconfig hme0  mtu  1400

Although the man page states this is only used during initial install
and during sys-unconfig... it seems to work.
