(scratching my head) I wish I could help you out more. I never used a
boot/install server other than on sun architecture (I understand you're
using FreeBSD and manually configured it). Is there a jumpstart GURU in
the house?
I think there might be something wrong with your install sever
configuration or maybe the install server needs to be the same OS -
taken from http://web.bu.edu/dsgsupport/sun/jumpstart/booting.html
"You must use a boot server for the same OS revision as the OS you are
trying to install ".
Every doc I read assumes that you're using the same OS and haven't come
upon anything that states that you can indeed use a different OS.
Is the Solaris install volume (/export/install) shared correctly through
NFS???
Is nfsd running?
Sorry if I might be steering you in the wrong direction but I think it's
wrong to focus just on the client when both machine setups are new.

Yes, it's actually called within the init script. I was doing some
digging around the FS yesterday.
It's trying to call "bpgetfile install", which would be the following
bootparam ...
install=server1:/export/install
It's in the bootparams file, my only guess is that it's not getting
broadcasted to the local boot server (255.255.255.0 netmask), but trying
to boot from a boot server with a 10.255.255.255 netmask. At one point,
the machine sends an "Address mask request".
How can I prevent that request from initiating? I would assume setting
the netmask somewhere on the shared root point
(server1:/export/install/Solaris_8/Tools/Boot/etc/netmasks?)

install server with the install program
the install server is on the same local subnet isn't it???
