Hi Champion,

The one Richard has written will be set active as default if  you save  it in your home session.
After  you've made change to window properties in the style manager, then from the style manager click Startup. Next you can choose "Return to home session"  and then click "Set Home
Session ..." button.

If you insist to edit some file, try this :
Edit  the file  .dt/sessions/home/dt.resources  in your home directory
Set the following parameters :

Dtwm*focusAutoRaise:    True
Dtwm.keyboardFocusPolicy:     pointer
