Define rootshell here, are you performing a login as root, or are you 
using "su"?

If you are doing a "su root" then root will not source the .profile 
or the sourcefile of whatever shell you are using. It will rather
own the paths and environment of the "su"ing user.

If you do a su - root it should source the files in question.

You might also want to look on the "SUPATH" variable in /etc/default/login
