See the boot man page, it has all the details in the
"32-bit SPARC" section.

That line is to _enable_ 64-bit support on the types
of machines described by the comments in that file.
It is not a generic enable/disable mechanism for
booting 64-bit.

isainfo -kv will tell you if you're running a 64-bit
kernel.
Out of curiosity, what's making you want to run a
32-bit kernel?
