Are you asking if you can add additional ip addreses
with ifconfig without rebooting?  The answer is yes. 
However, if you don't edit/add the appropriate files,
then those temporary additional ip addresses are just
that - temporary. Without the appropriate changes,
then once the system is ipl'd/rebooted the addition
addresses go away.
