Yes, you should be able to safely disable snmpd from the rc directories.
Snmp (Simple network management protocol) is used to monitor your system.
Get device information, and general information about the system. If your
machine is on a large network of systems being monitored by a program like
HP Openview, you would leave this enabled.
However, disabling it if you aren't using it, is a good idea.
