Yes and no. From the nsswitch.conf man page.:

     Within each process that uses nsswitch.conf, the entire file
     is read only once; if the file is later changed, the process
     will continue using the old configuration.

So in theory you only have to restart all those processes.
Of course, this might not be possible, so go to single-user mode
and back to multi. Might avoid a full reboot.
