[Sunhelp] free up the port number

Does anyone know how to free up a particular port number without restart
the whole machine?
(The problem I have right now is I have a web server and using port
8004, now I kill the process for the web server, and restart from the
admin server. It complains the port number could not be bind and that
port is already in use)
Any help, I would be appreciated
