[Sunhelp] SSH 2.0.13 on 2.7 - cannot prevent root logins?

I am having some trouble with ssh 2.0.13 on a solaris 2.7
machine(sparc).  No matter what is set in the config file, ssh allows root
logins...  Has anybody encountered this problem?  I can compile 2.0.13 on
another architecture(linux/x86) and "PermitRootLogin no" works just
fine.
